Two of the Counters in this game fell out of their sheets, everything else is Unpunched\Unused. All cards are still on their respective perforated sheets, unused. 

This item is a Opened Box, but Unused Bureaucracy Game from Avalon Hill 1981. The box has light shelf wear on some corners, There is a small dent on the upper right side corner area. All box corners are intact with no tears or tape. The Cards and counters look nice and overall it look nice.
